Constitution of the Herrin High School Teen Age Republicans Adopted: 3-30-04 ARTICLE I NAME The name of this organization shall be the Herrin High School Teenage Republicans, hereinafter to be referred to as the HHS-TARS. ARTICLE II PURPOSE The purpose of this organization shall be: 1. to bring young people into the Republican Party and to provide an opportunity for them to find political expression and recognition; 2. to foster and encourage the activities of the Republican Party and to promote its ideals; 3. to collect, analyze, discuss, and disseminate information concerning political affairs and political philosophy; and, 4. to advise, coordinate, and promote the activities of Teenage Republicans ARTICLE III MEMBERSHIP Membership in this organization shall be limited to those teenagers currently enrolled at Herrin High School or Alumni of said high school who are willing to support the goals of HHS-TARS. 1. Members shall be those who have paid current club dues. 2. Members shall have voting privileges at any club meeting. ARTICLE IV OFFICERS AND THEIR DUTIES This organization shall have the following elected officers: President, 1st Vice President, 2nd Vice President, Secretary, and Treasurer. No person shall hold the same office for more than two consecutive terms. 1. The officers of this organization shall be elected for a term of one year and shall serve until their successors are duly elected. 2. The power and duties of the elected officers shall be: a. The President shall be the chief officer of the organization and shall conduct all meetings of the general organization and the Executive Board. He shall make all committee assignments with the approval of the Executive Board, and shall be a member an ex-officio of all committees. He shall have general supervision over all the organization’s programs. b. The 1st Vice President shall in the case of the resignation, disqualification, or absence of the President, perform the duties of the President. He shall be the President’s assistant, as well as responsible for club membership development including growth and maintaining of an accurate membership record. He shall be responsible for such additional duties as may be prescribed by him by the President. c. The 2nd Vice President shall assist in coordinating the Membership development. He shall assist in keeping an archival record of all HHS-TARS activities with assistance from the Secretary. He shall be responsible for such additional duties as may be prescribed by the President. e. The Secretary shall keep the official records and proceedings of the organization. He shall be responsible for the minutes of all meetings of the clubs and the Executive Board. He shall keep a record of all projects and official actions taken by the club. He shall send out notices of all meetings in advance. f. The Treasurer shall be responsible for the funds of the club and shall keep a record of its receipts and expenditures. He shall submit reports on the financial condition of the club at each Executive Board meeting and shall submit an annual report, in writing, at the annual convention. He shall reimburse only when receipts are provided. ARTICLE V ELECTION AND VACANCIES Election of officers shall take place at the annual HHS-TARS convention. Vacancies in any office shall be filled by election of the HHS-TARS Executive Board. ARTICLE VI STANDING COMMITTEES The Standing Committees of this organization shall be: Newsletter, Publicity, Social, Campaign, Program and Finance. 1. The Newsletter Committee shall be responsible for publishing a newsletter to serve as a vehicle of communication to all club members. (US Postal or electronic) 2. The Publicity Committee shall be responsible to publicize all activities and projects of the club. This committee shall be responsible for maintaining the website as may be prescribed by the President. 3. The Social Committee shall be responsible for arranging and setting all social functions for the club. 4. The Campaign Committee shall be responsible for coordinating all campaign activities of the club with other Republican groups. 5. The Program Committee shall be responsible for arranging and setting up programs, speakers, etc for club meetings. 6. The Finance Committee shall be responsible for setting up fund-raising projects for the club and preparing a budget. ARTICLE VII EXECUTIVE BOARD 1. The Executive Board shall conduct the affairs of the club between regular meetings. The members of the Executive Board shall be the elected officers and the Adviser(s). 2. Meetings of the Executive Board may be called by the President, Adviser(s) or by a majority of the members of that Board. 3. A majority of the Executive Board shall constitute a quorum necessary to conduct business. 4. The Executive Board holds the power and authority to amend the constitution. 5. The HHS-TARS Executive Board shall be composed of the following members who shall be voting members unless otherwise specified: a. President, who shall be the President of the HHS-TARS Executive Board b. 1st Vice President c. 2nd Vice President d. Secretary e. Treasurer f. Immediate Past President of the HHS-TARS g. Adviser(s) ARTICLE VIII MEMBERSHIP Students of Herrin High School are eligible for membership in HHS-TARS. Membership requires payment of yearly membership dues and possession of a current membership card. Removal of a member must be voted on and passed by a 2/3 majority of the Executive Board. Appeals may be made to the Administration of Herrin High School.
ARTICLE IX DUES Dues are collected from all members on an annual basis to help incur the cost of yearly operation. Dues are a yearly fee of $10. A Current Membership card will serve as a receipt for payment of dues and will allow full membership privileges.
ARTICLE X CANDIDATE ENDORSEMENT This club shall not officially endorse any candidates for public office prior to the Republican Party primary or nominating convention. ARTICLE X I RULES OF PROCEEDURE Roberts Rules of Order, Newly Revised shall govern all proceedings of the club, except when inconsistent with the constitution or by-laws. ARTICLE XII CONTITUTIONAL AMMENDMENTS This constitution may be amended by a 2/3 vote of the Executive Board at a special meeting called for the purpose of amending this constitution; Provided, That all Executive Board members of the club receive a notice from the Secretary of the club (mailed, faxed or electronic communication) stating the intention to amend the Constitution. ARTICLE XIII ADVISERS HHS-TARS is an academic club at Herrin High School. As a result, a faculty/staff member is assigned to serve as an adviser/sponsor at all HHS-TARS activities. The Adviser(s) have the ability to veto any decision made by the membership or the Executive board if the Adviser(s) deem the decision to be inappropriate, unlawful, or not in the best interest of the club. The Advisor’s decision may only be overridden by the Principal of Herrin High School. The Adviser term is indefinite and may only be removed by the Principal, Superintendent or the School Board of Herrin High School. ARTICLE XIV DEFINITIONS OF PARLIAMENTARY TERMS 1. MAJORITY. More than half of the votes cast. 2. QUORUM. The specified number of members required to hold a legal meeting. 3. TWO-THIRDS. Two-Thirds of the vote cast. 4. The term “he”, as used in he, his or him, does not indicate the sex of the holder of the office.
